Community Participation Plan
Emerging from public perspectives and taking root across Taitung, the Community Participation Plan forms a symphony of collective voices at the heart of the 2026 Taitung Expo.
Grounded in the core values of “Taitung Blue,” the “slow economy,” and “sustainable development”—and aligned with the United Nations’ 17 Sustainable Development Goals (SDGs)—the Plan launched an open call for forward-thinking curatorial proposals reflecting diverse perspectives. By inviting individual changemakers, civic organizations, and cross-disciplinary teams, it fosters creative exchange and transforms public issues into tangible actions.
From early-stage public roundtable dialogues and idea incubation to open-call briefings and case-sharing sessions, the Plan received a total of 55 proposals, of which 22 projects were ultimately selected.
The selected projects span diverse fields—including cultural development, education, social systems, industry and economy, everyday life initiatives, and environmental sustainability—demonstrating the region’s diversity and the vitality of civic participation. As these initiatives unfold across Taitung, sustained practice continues to build local momentum. Beginning with the 2026 Taitung Expo, this growing energy sets the stage for a celebration created by and for all.
Program Recap
- In August 2025, four Open Space Technology (OST) sessions were held across Taitung—in the urban, valley, coastal, and South-Link regions—bringing together over a hundred participants for dialogue and exchange.
- In September 2025, four regional open-call briefings were organized, featuring local practitioners who shared case studies of on-the-ground action.
- From September to October 2025, the Community Participation Plan launched its open call, receiving a total of 55 proposals.
- From November to December 2025, a three-stage review process was conducted, including an initial document review, an eligibility review, and a final selection meeting on December 24, where shortlisted applicants were invited to present their proposals in person.
- In January 2026, the selected projects were officially announced. A total of 22 projects were selected and approved and have since begun implementation across Taitung.

The Community Participation team launched its in January 2026. Since then, the team has been working closely with selected project teams to refine their plans in line with approved funding, while conducting site visits and providing ongoing support throughout implementation—serving as a reliable partner to participating changemakers.
